Changes/index.xml: 1.194 -> 1.196

NetBSD 3.0 の特徴は〜 の段落と、
ISO イメージのダウンロードの記述をのぞき、
NetBSD 2.0 リリースと同じ文言です。

月曜日までに異議がなければ、 commit します。
